A CALL FOR APPLICATIONS
for the enrolment of 10th generation of students to the university postgraduate specialist study programme of QUALITY MANAGEMENT IN HEALTHCARE
in order to acquire the academic degree of University Specialist of Healthcare Administration (univ. spec. admin. sanit.) in the scientific area and field of biomedicine and healthcare in the academic year 2024/2025
The call for applications is open from 21 May to 1 October 2024.
The beginning of classes is planned for mid-October 2024.
The study programme is delivered at the postgraduate level (7.2. CroQF), and lasts 1 year (two semesters), awarding 60 ECTS credits.
The holder of the study programme is Libertas International University in cooperation with the University of Rijeka. The delivery of the study programme includes teachers from Libertas International University and the University of Rijeka along with domestic and foreign external associates.
Enrolment requirements and criteria for the joint university postgraduate study programme of International Relations are as follows:
- completion of a university graduate study programme in the area of biomedicine, economics, law, technology, natural sciences and social sciences (300 ECTS);
- completion of a professional graduate study programme in the area of biomedicine, economics, law, technology, natural sciences and social sciences (300 ECTS);
- English language skills (proven upon submission of application or during interview with applicants).
The study programme may be enrolled by applicants who meet the enrolment requirements and criteria, up to fulfilment of quota.
The tuition fee for enrolment until 15 September 2024 is 3,650.00, i.e., 3,850.00 for payments in 10 instalments. The tuition fee for enrolment after 15 September 2024 is 4,100.00, i.e., 4,400.00 for payments in 10 instalments.
The enrolment applications need to be submitted with the following document copies:
- A diploma (certificate) of a completed study programme (original or authorised copy by a notary)
- Authorised grade transcript or authorised copy of student transcript book (Index) of the completed study programme
- Certificate of nationality (original or extract from e-Građani)
- Birth certificate (original or extract from e-Građani)
- Copy of passport (for foreign citizens)
- Two photographs (4×6 cm)
- Proof of payment of non-refundable enrolment instalment of 330.00 (this rate is included in the tuition fee). Payments should be made to IBAN of Libertas International University: HR9724920081100029602, with payment description: Tuition fee for the specialist study programme of Quality Management in Healthcare, model HR67, reference number of the recipient: candidate’s OIB
Enrolment fee of 100.00 € is payable after the submission on the Agreement on education and tuition fee payment. Enrolment fee covers all administrative costs of enrolment such as the student card, student record book, forms and other documents.
Classes are held at the premises of Libertas International University in Zagreb every other weekend on Friday afternoons from 5:30 pm to 8:45 pm and Saturdays from 9:00 am to 1:30 pm.

About the study programme
The university postgraduate study programme of Quality Management in Healthcare integrates all the aspects of quality and safety assurance in the healthcare system and in its components. The quality of medical interventions and patient safety have become important factors in healthcare due to considerable advances in new technologies and the need to use them rationally and safely.
The postgraduate study programme introduces students to the biggest global health issues, ways to organize healthcare institutions, and to set up efficient quality management systems in particular, in all areas of healthcare. Students will learn how to develop and introduce measures aiming at improving the quality and the process of accreditation of healthcare institutions. Elective courses further expand students’ understanding of change management, human resources management, strategic and financial management, and quality management in specific new areas of medicine and healthcare such as personalized medicine, pharmacoeconomics and pharmacogenomics.
The study is designed for healthcare and non-healthcare professionals holding a graduate degree who are preparing for a career in quality and safety management, research, or leading positions in healthcare institutions, agencies or institutions responsible for creating healthcare policies. Enrolment requirements include a completed graduate study programme in biomedicine (medicine, pharmaceutics/pharmacology, dental medicine, nursing, midwifery), natural sciences, economics and social sciences. The study programme is delivered via lectures, seminars and exercises. Each student is awarded a mentor guiding them in acquiring individual study areas and preparation of seminar papers. Students are active participants in the teaching and learning process via seminar elaborations and topical debate participations.
The study programme is aligned with the principles and directions for higher education in the European Union countries, providing its students with vertical and horizontal mobility opportunities in other study programmes in Croatia and the EU. The programme is delivered by renowned teachers and experts of Libertas International University, University of Rijeka and EU experts.
Upon completion of the postgraduate study programme students will be able to:
- understand the most important healthcare issues and the organisation of healthcare systems at the global and local levels
- use theoretical and practical knowledge and skills to establish a quality management system in healthcare
- implement key quality management processes
- carry out internal and external quality assessments and manage accreditation processes in healthcare sector
- evaluate healthcare technologies and conduct quality assessment in the healthcare sector
- use their competences to manage change, understand and use methods important for planning, conducting and evaluating scientific research
- effectively promote the quality culture and patient safety
- establish, manage and develop a quality assurance system in healthcare institutions, agencies and administration responsible for the healthcare system.
The study programme lasts for two semesters and awards 60 ECTS credits. Upon completion of the programme the graduates acquire the academic title of University Specialist of Healthcare Administration (univ. spec. admin. sanit.)
